Broken Debian Jessie link #3

The Debian image size is 0 bytes because the link is broken. New link should be http://cdimage.debian.org/cdimage/openstack/8.3.0/debian-8.3.0-openstack-amd64.qcow2.

Thanks for the feedback. I just pushed a fix for this issue.
