Create basic login with php #30

Try creating a basic login/logout page locally that may be expanded upon later.

As of now I have a basic login system. It has several bugs that i'm working out. once the bugs are cleared out I'll integrate what I created with our netbeans project. I do have something to show the client and the prof today if either of them want to see what we have.

basic login commited. There are bugs, but the functionality is there. Maybe this issue should be closed, and then we can start adding to the list of bugs (as we come across them)?
