Scaled YOLOv4 support #137

Can we expect Scaled_YOLOv4 model to be implemented as in https://github.com/AlexeyAB/darknet ?

Many thanks for suggestion. I just notice this new wonderful work. Will check related details and may plan porting it to this repo.
