speech rate is not saving with the rate boost enabled. #20

when you enable the rate boost in IBM TTS, when you restart NVDA or so, the speech rate goes back to 40%. is not saving the value that i choose.

let me know what are the steps to reproduce your issue. I did some tests and worked without problem.

I also facing the same issue. For example, when I enable the rate boost, I set the rate to 40 and I restart NVDA, it will set my rate setting follow the self.rate setting in the ibmeci.py. I have modified my ibmeci.py so that when people first time install the IBMTTS, the default speech rate is set to 15. So, it will set my rate setting to 15 when I restart my NVDA when the rate boost setting is on.

Hi, this issue is duplicate of #35 but 35 is better specified. So I'm closing this one.
