That 8k version was made because the concatenative version of IBMTTS was discovered recently. On the PC, there is no way to enable 16 kHz, as that has only ever been available on mobile devices, though IBM ViaVoice has a 22 kHz mode. I've been improving ViaVoice compatibility on another fork but haven't gotten around to adding an option to change the sample rate, as it would need to appear only in certain cases and I'm not familiar enough with Python to add that kind of thing at this point.
At NVDACon 2020, someone is using Eloquence voice with 16KHZ or 22KHZ (I not sure). You said you have improoving IBMViaVoice at another fork right? May you send the link here? Thanks.

Hi all. I not sure whether is able to add the feature to support 16KHZ for IBMTTS. I'm ask this is because because I have saw someone make the 8KHZ version of IBMTTS. Sadly I have lost that file. That version is not compatible with the latest NVDA alpha build. I will send the link once I found that file. Thanks.
