At 22K sample rate, some words are pronounced harshly #70

For example the following words:

Setup

Bookshelf

suitable

East-West

EV

AV

Draw up

put up

@cary-rowen May I know which version of IBM binary are you using? I didn't manage to get it work in 22 kHz. Are the path after instalation is at C:\Windows\Speech\viavoice? Just want to make sure you are using the same version with me.

@cary-rowen I not managed to make it work. Maybe GitHub was hidden my email in the comment. My email was my user name in GitHub am I'm using GMail.

Hi, what do you mean by harshly? Can you send a sample? I'm pretty sure there's nothing I can do about it, though, since that 22 kHz mode is coming from ibmeci itself.

Hi, that seems to be coming from ibmeci itself. Not sure what I can do about that at the moment.

OK, it seems that there is currently no good way to solve this.

Can someone please send me the latest library, or tell me the correct way to find it by searching? I have version 6.1.0, which I supose is quite old.
