List of releases and branches on repo details should show last # of records even if archived #670

Currently it will not show items that have been archived. But it should show them anyway, with some kind of limit as to how many will show at a minimum. So this way the screen isn't completely blank for projects that don't have many releases/branch pushes.

Pull Requests should stay as-is since we don't want to show older PRs.
