Can you be more specific about the issue? There are several files explaining that the software is GPLv3:

• https://github.com/davidam/damegender/blob/master/LICENSE
• https://github.com/davidam/damegender/blob/master/src/damegender/GPL.txt

For each source file there are a copyright note explaing that the software is GPLv3.

Are there some document in GNU giving to the name COPYING as valid against LICENSE or GPL.txt?
