Viewer lies about NPNVnetscapeWindow #42

It's supposed to return the browser top-level window. Not clear exactly what it's used for (dialog parents? offsets?) or if this is actually a problem, but should investigate exactly what Chrome and Firefox do and see if it'd be better to mimic them. Flash does request sometimes.
