Sunset `importEurope()` #401

As already discussed, {saqgetr} has been retired and therefore so has importEurope() (till we find an alternative).

This PR:

Users are encouraged to use https://eeadmz1-downloads-webapp.azurewebsites.net for the time being instead.

@davidcarslaw - want to check this is the correct approach. Should do something with importEurope() if now has a shelf-life, even if temporarily.

https://eeadmz1-downloads-webapp.azurewebsites.net/ has an API which we could investigate in the long term.
