Avidemux sounds like it does exactly this, but with a GUI, so it's basically perfect.
Feng Liang asked about video editing software in the Zoom meeting last Wednesday. The general consensus is that videos are best left unedited. However, I would like to suggest a simple video editing tool: Avidemux. . It's a free video editor for simple cutting, filtering and encoding task. I use it mainly for selecting a specific time range in a video to export. The video is created by simple copying without reencording and so it takes only a few seconds to process.
