Manual Config defaults to Database instead of LocalDB

What steps will reproduce the problem?
1. Manual config
2. Template, Active Directory - store responses in a database

What is the expected output? What do you see instead?

The template defaults to Database instead of LocalDB under Modules/Forgetten 
Password/Response Read/Write Locations so the following errors are shown under 
health:

unable to read test user data: 5051 ERROR_DB_UNAVAILABLE (database connection 
is not open)

As a first time user this took me a while to figure out, seems like it should 
default to LocalDB or warn I have no database configured.

What version of PWM are you using?
1.7.1

What ldap directory and version are you using?
Active Directory 2003

The latest versions change how templates work - the template is no longer 
controling the default response storage location.  Thanks in part to your bug 
report, thanks!
