New Password too long. #585

What steps will reproduce the problem?
1. with password policy in eDir set to maximimum character length = 16, change 
PWM -> settings -> change password policy to 'local' from LDAP
2. set password policy in PWM maximum character length to be 64
3. attempt to change a password to more than 16 character password.

What is the expected output? What do you see instead?
When attempting to change the password to more than 16 characters, PWM reports 
that password is too long(despite pwm settings for Password policy set to 
'local' and 64 char minimum.)

What version of PWM are you using?
PWM v1.7.1 b1232

What ldap directory and version are you using?
eDirectory 8.8 sp7
