Adding memsplit block to PiBakery #22

This adds a new memsplit block to PiBakery, which implements the raspi-config memory split functionality to set the amount of memory to allocate to the GPU (particularly useful to turn down on headless Pi's.)

As soon as I've had time to test and check this block over (probably Wednesday) I'll merge this request.
