One thing I've found with the 3A+ model board that may or may not help you:
In the boot partition I had to relpace the start*.elf files with ones from a good 3B+ image for the SD card to boot. I'm not sure why the 3A+ wont boot with the default ones. Might be worth trying.
Attached the files in case they are helpful, probably wont work with a Pi4 start_elfs.zip
Thanks for the response. I shall try out your suggestion, and let you know the results.

Do people still work on this?
My Pi4 also won't boot. And i tried your files @Plasmarobo but as you were saying they didnt work. Still nothing. Then i took the elf files from an sd card that booted on the pi before and i got the rainbow picture but it still doesnt really boot...
I think it must have something to do with the original image that is being used to flash the sd card here right? Wouldnt it be possible to just replace the current one with the newest one from the raspberrypi website?
I have a raspberrypi 4. I have PiBakery 0.3.8. I have two SD cards, one is 16G, the other is 32G.
Neither will boot the pi after using pibakery to write to the cards. I can write 2019-09-26-raspbian-buster-full.zip to both cards with Etcher, and both cards boot the pi.
I uninstalled PiBakery and downloaded and installed PiBakery.Setup.exe a second time, and the result is the same - PiBakery will not create a bootable SD card for me.
I am using windows 10.
I sure picked the wrong day to give up sniffing glue.
