Dependencies not working #21

Maybe it's just me, but I can't seem to get this to work without a lot of dinking around. It seems like the nuget packages for Nuget.CommandLine and Nuget.Build don't work.

If you try to download them directly, the packages download but they don't install anywhere. If you install the NuGetPowerTools package, then try to Enable-PackageBuild it says "Failed to add import 'NuGet.targets' to ".

If I download Nuget.Build and Nuget.CommandLine, the copy the files from these packages into .nuget manually, it works. But that's a pain. The script looks like it should download these packages and install them, but it seeks to fail to do so. The microsoft url shortener may be at fault here, as it doesn't seem to return any packages. It's just an empty set of xml.

I see there is an open pull-request that fixes this problem, but you have not yet merged it with the main trunk, nor have you created a new package and deployed it to the Nuget gallery.

Could you do this?

You said in that pull request that the feature is built-into Nuget, that may be.. but this package is broken and doesn't work in its current state.
