Switch CI from Travis to GitHub Actions #104

Travis is no longer free to use, and moodle-plugin-ci now supports GitHub Actions, so it probably makes sense to switch. I've dropped the checks against the Moodle master branch, since it has breaking changes. Aside from that, there's currently one error, related to a deprecated function--it's a small change, and I'm submitting a separate pull request for it.
