This change adds move options to the section edit menus. This isn't needed for the Boost theme, where sections can be dragged and dropped in the course index, but I think it may be needed for some other themes. I've made the arrows left and right if the tabs bar is shown and horizontal, and up and down if the tabs bar is hidden or vertical. I'm not sure this is right, since the tabs bar is shown in edit mode anyway.
