The is only really relevant for screen readers in Moodle 4+. When a page loads, you have the option to "Skip to main content". This takes you to the top of the tabs navigation. In order to get to the real content, you have to tab through onetopic tabs. I wonder if it's worth having another "Skip to main content, really" ;-) link, to skip the tabs to the section content.
