Moodle now adds a "View" option to the section control menus, which displays a section on its own page. This doesn't seem necessary for Onetopic format, since sections are displayed on their own page anyway. Also, the move section left/right controls seem to have broken (maybe due to changes in Moodle section control menus). This change removes the View option, and fixes the Move left/right options.
