No graphics appear on my Hangout Video when I turn on Lower Third #80

What steps will reproduce the problem?
1.In my case, I start a Hangout and then click on Hangout Toolbox
2.Once there, I go to the Lower Third interface & turn it from Off to On but 
nothing happens.  No graphics appear and it's very sad because I would like to 
use this tool to brand myself & look more professional.  

This issue occurs in both Firefox or Chrome. I've uninstalled & reinstalled my 
Logitech web cam drivers.  

I've turned of browser add-ons/extensions & nothing changes.  

What is the expected output? What do you see instead?
Well, I'd expect to see the graphic in the lower third of my Hangout video :)

What version of the product are you using? On what operating system?
Version 2.0.1
Windows Vista

I believe we are experiencing this issue as well in a GAPPS for Edu 
environment. Three people in one OU "ATD" have no problem getting the Lower 
Third to display but users in a sub OU "Faculty" of another OU "AIS" that is 
level with "ATD" are not seeing anything display on the screen after activating 
the Lower Third feature.
