Basic template for PR and ISSUE #18

I am adding a basic template for PR and ISSUE. I am trying to put an action to generate and build a release, using this tutorial => https://medium.com/swlh/using-github-actions-to-build-arm-based-docker-images-413a8d498ee, may this temple help in the next PRs.
