Duplicate primary key on applicant change save #10

Probably because someone didn't have abilities, then they got added by 2 people at once (happened at least twice)

maybe I need to make all abilities before they are needed? either:

when the applicant themselves is created/imported
the first time edit applicants page is loaded & saved: create for all
