Redesign splash_page/home_page/landing_page & remap web.xml #14

We need to redesign the page that offers the user to either login or just read some of the sites features.

Example: https://blackrockdigital.github.io/startbootstrap-new-age/

Estimate 3 for the design, 5 for remapping. 8 overall.

Have set home.jsp to be a sort of splash page for now. Can change if/whenever necessary.

The code is there if we need it at least.

@davidmarkallison need to remap servlets to bring user to the landingpage if they're not logged in.
