removed covenant condition #33

Covenant Hearthstones are no longer limited to membership of a covenant. Removed the Condition so they are all listed unter Hearthstones and also appead during Random HS.

Testing with a Level 60 Evoker who never set foot in Shadowlands Terretory.

I've already tried to make this change and it didn't work.

Can you re-try? As mentioned, I tested it with a local version and it worked flawlessly. I could use all four Covenant HS on different characters, even on low level ones that never set foot in SL. IT also works fine with the random-rotation.

Just to be sure, Covenant HS don't have anylonger any restrictions and can be used as regular HS.
