Should be able to delete character values by selecting no value in prompt then clicking OK #158

When a ‘used’ character is used again, the state-selection window is
displayed. Selecting no states, or entering no value for a numeric
character, then clicking ‘OK’, should delete the character from the
identification. Currently, the only way to delete a character is via the
command line.
