update target framework #18

Android build is failing because the wrong target framework is being used. Android 9.0 is required for Xamarin.Forms Material.

Just saw the other PR from sthewissen which also upgrades the target framework and adds some needed permissions. If that one goes in, then this one can be cancelled.

Thanks @marius-bughiu, I think I also updated this earlier today. I'm ashamed I hadn't noticed it earlier!
