This PR re-enables debug functionality for various invocations that summon makes.
Will be enhanced as the need arises.
To make the -d flag be of correct use for downstream commands, we also gave precedence to summon when the flag is near the root, and forward the flag to proxied commands the the flag is later on the command-line.
