Hi Dave,

This is code to add command-line options for toggling gating OFF.

I added a single test function
I tested it in a run of making FCSstats for 10 cases using new shell script (dev/test_make_statsdb.sh)

Please test and merge. (I will launch new operation crawling through everything to make this stats db) -- So, please let me know if issues with merge to master. Thanks!
