Move mkdist script out of GH Actions workflow #206

There isn't any make-distribution script for cross-builds from UNIX. Move the current script out of github actions so it can be run in the same way as you would for Windows.

Also this script doesn't currently collect runtime libraries which it really should. Make it do that.
