Decide how to hand over this repo #133

@davidskalinder will be stepping away from BPP at the end of this month, so we should figure out what to do with this repo and all the issues in it. Lots of the issues are unresolved and are good ideas for both BPP and the upstream codebase, so it seems like @alexhanna should be closely involved; but I'm not sure whether it makes the most sense to transfer ownership of the repo to her or to @olderwoman?

Maybe this should wait until we meet later in the month? But I figured I'd open this now in case anyone had any thoughts before then (and to remind us to deal with it at that point).

Once we make a decision I think it'll be quick to implement -- we just need to find a couple GitHub buttons to push to transfer it to where we want it.

I think the outcome of this one for now was that the team will decide this soon and let me know so I can push the appropriate buttons.

However one thing I realized I should do is to make sure that the appropriate people have write access to this repo (which so far hasn't been necessary since it's public).

So I'll do that now for @alexhanna, @olderwoman, and @limchaeyoon; if we want anybody else added let me know. (It looks like inviting people to the repo, like changing repo settings in general, is one of those things that only the repo owner can do.)
