Better precipitation model #37

See #35 and #9.

I'm making a call for suggestions on how to improve this. Anyone have a simple model we could easily throw in until we can commit more time on this? Perhaps something from another model elsewhere?

If we get better precip then biomes will also improve, since this is what's causing jungles to appear as bland strips of green along the equator.

I'm going to consolidate this with #9 since I was just reminded that story was originally tasked for precipitation
