After playing around with several CSS frameworks, I have decided on using Foundation. It has all of the things that helps with development without doing all the work for you. It has a strong community backing it and overall it seems to match the required needs of this application.
Because I am going to make my portfolio a responsive website, I am going to take a look at some popular css frameworks in order to assist with media queries (What makes responsive work)
Listed below are a couple of CSS Frameworks that are popular in creating Responsive Websites:

Overall I have narrowed it down to either Foundation Or Gumby. Though I have used Bootstrap the most in the past, I always like to challenge myself and try new things. Both Foundation and Gumby both seem to address the issues I have with Boostrap and both still support all of the things I like ( SASS, Grid Layouts, Responsive helpers).
The reason I narrowed down these 2 options and didn't pick the others is because I want something that will assist me and not do the work for me. I want something that has a good set of features and both Foundation and Gumby met those requirements.
Further Research is needed to pick which framework (Gumby or Foundation) I am going to use.
