deployd-package can make a package #1

As a developer When I call deployd-package --path="c:\some\directory" --to='c:\destination' I would like a package to be built.

Packages should be in nuget format. Package should have a name taken from "directory" in c:\some\directory

Working though the name is determined in a variety of ways.
