Implement PSF model fit prior to Nebula vs Lens fight #11

Rough plan is to fit double Gaussian plus background to PSF images, and then use these model PSFs as they are in the ensuing Nebula fit. Coding required is mainly LensTractor.py logistics/book-keeping.

We need PSF images for this: currently we only have sci and var images in the example directory. Will get PSF images for H1413 from Eric.
