Is this an upstream problem - the encoding of the conf file?

This has been resolved by CrossWire  - the encoding of the conf files are UTF-8 
(without BOM)

In any case, both the ChiUn and ChiUns modules have since been moved to the 
CrossWire Av11n repo.

Versification=NRSV

This highlights the need to for JSword to support Alternate Versification.
