Cannot delete the 25mb partition when I get error 32 #509

What steps will reproduce the problem?
1. Go to 'Disk Management'
2. Attempt to remove the 25mb volume on the USB
3. Error message

What is the expected output? What do you see instead?
Partition is deleted.  Now I get an error message saying 'The operation is 
not supported on removable media'

What version of the product are you using? On what operating system?
Vista Home Premium Service Pack 1 32 Bit
