ssh not installing on 3.0.2

What steps will reproduce the problem?
1. restore appletv (2.0.1 and update to 3.0.2 all legitimately)
2. create patchstick leave just ssh tools and bin tools, using 
2Z694-6013-013.dmg
3. power down, plug in patch stick, power on, all looks good but no ssh

What is the expected output? What do you see instead?
the apple tv appears to install eerything (i've tried with Software Menu and 
that comes up great). everything works apart from ssh.

What version of the product are you using? On what operating system?
atvusb-creator 1.0-b12, 10.6.5, and a 2gb flash drive (have also tried a 2gb SD 
card in an adapter)

Please provide any additional information below.
in the payloads>packages>openSSH folder, the install.sh is attached if it 
helps. OpenSSH-56.root.tar is also in that folder too
