atv-win3.0 does nothing on execution #567

What steps will reproduce the problem?
1. Download atv-win-3.0.zip
2. Extract archive
3. Try to run it

What is the expected output? What do you see instead?

Expected the graphical installer.  Program starts, then exits.

What version of the product are you using? On what operating system?

Windows 7 professional, atv-win-3.0

Please provide any additional information below.

I'm noting that atv-win-2.0 is a great deal larger than atv-win-3.0.  Perhaps 
the archive has missing files?

atv-win-2.0 is greater in size because it does not dynamically download the 
images, unlike atv-win-3.0. Make sure you are not running from a network drive.
