Unable to do patchstick #631

What steps will reproduce the problem?
1. Download atv win-3.0 and unzip
2. Click to open USB patch creator OK - Set as instruction
3. Click Create Patchstick - It opens SAVE AS window instead of Patch stick 
creator next screen menu as show

What is the expected output? What do you see instead?
See only SAVE AS window

What version of the product are you using? On what operating system?
ATC-win-3.0 use on Windows 7 and Vista with latest SP

Please provide any additional information below.
