Added rule book for Operation #56

Operation looks great :+1: Settlers says "settlers-of-clan" in the filename, but should be "settlers-of-catan" Tic Tac Toe instructions seem to be missing a page; see if you can find a rulebook printed by a game company.

These are a some solid contributions 😊 I'm excited to add them soon. Thank you!

Everything looks good except for one thing; It looks like you added a console.log to the test file that made it's way into your commit. Remove the line and you'll be clear for merge.
