Some miscellaneous fixes for Docker users.

Install package dependencies for Rust/Go validators (fixes error when running configure)
Cache-bust package lists before configure step runs (to avoid errors trying to fetch non-existent debs) - see https://docs.docker.com/develop/develop-images/dockerfile_best-practices/#run
Don't explicitly install nodejs package as it is already installed by the configure script
