Create a Dockerfile for pebblo to quickly run pebblo in a containerized environment.

Tasks:

[ ] Add Pebblo Dockerfile
[ ] CI: Add docker image push on release/tag

@akramIOT This change recently went in https://github.com/daxa-ai/pebblo/pull/277 (this issue should have been tagged). Let us identify a few other roadmap items that you can grab. Thanks for your interest in contributing!
