Tokio v0.2.22

This release introduces initial support for tracing instrumentation within the Tokio runtime, enabled by the "tracing" feature flag. In addition, it contains a number of bug fixes and API additions.

This would be a great change to pull in once hyper/reqwest have also updated to tokio 0.3, as winapi has been updated to 0.3+ which should give noticeably better build times for Windows.
