Here I have added a pull request template recommendation from my tutor. This way all of our requests have a structure and will provide the same information.

What changed:

updated the launch.json module with the code from the previous shipping ships project.
created views/tag_view.py
created methods to retrieve all tags and retrieve tag based on pk

Testing steps:

pull down the branch
run the json server
make a GET request using postman to http://localhost:8088/tags
verify that response returns an array of tags
make a GET request using postman to http://localhost:8088/tags?pk=1
verify that the response returns a single tag with the PK of 1
