What steps will reproduce the problem?
Not applicable

What is the expected output? What do you see instead?
Encrypted SIP signalling on port 5061 (or as configured)

What version of the product are you using? On what operating system?
Any

Please provide any additional information below.
Many reasons for encrypted signalling. Examples: 1) privacy, 2) some ISPs
(i.e. Rogers/Canada) will filter unencrypted SIP signals, i.e., they
intercept INVITE and provide response 503 "service unavailable", even
though they allow registration. Their objective is to make it look like it
doesn't work when in reality, they are BLOCKING VOIP as an anti-competitive
practice for promotion of their VOIP service.
