Need ELD tag setting up as per v2. Need Journal Entry or Decision to convert existing cultist ruled country. Already have cultist cultural homelands from event nda_base.7

Basic ELD in place. Is formable country. Currently has no localisation or flag. In test USA switched over after je_nda_cult_spreads, the homeland allocation allowed the switch despite no one of cult culture being present.

Can form as formidable or as contested with leadership contest. In tests has formed from Germany, after Prussia set homelands, and also by GB.

Setting formidable to have requirement of pan-national.

Russia managed to form ELD, merging with a number of countries, but not the other leadership candidates, GB and France.

Revolution managed to trigger ritual counter journal and also Cult Spread - presumably the country variables are not merged with the successful rebels.

Have watcher event to reinstate variables on rebel cult countries. Should do more such as set cultists in government?

Unique IG works well for Cult Countries and helps keep the country none progressive.

Is possible for ELD not to form due to too many regions required. Trying to boost support for single candidate via boosting relations during conjunctions.
