Reduce Pop-up Spam #13

A couple of events (initial cultists and cult takeover) trigger pop-ups for potentially every active country. Reduce for them to appear only for the first few times and then afterwards only for Greater and Secondary powers. Would need 'shadow' events to duplicate functionality without notifications.

Have used rank to try and limit the display to the top 40 countries. Will be missing some notable countries.
