Cultist rebels don't occur very often due to being provoked only for early and mid cultist country flag only.

Once Eldritch Cult appears expand to full cultist countries?

Final conjunction event 94104 (1921)- include all non-main country cultist POPs in agitation. This potentially includes Imperial America. Events 94101 94102 94103 - remove easing of strife in full cultist country. This is for all POPs.
