Allow duplicate repositories in a single workspace

Is your feature request related to a problem? Please describe. We currently have a restriction in place for creating duplicate repository URL entries in a single workspace context. This seems unnecessary and we should lift this restriction.

Describe the solution you'd like There are some client-side validations that need to be removed, and the project name might need an additional check to make sure it is still unique across the workspace. Multi project creation should then be tested to make sure everything works correctly.
